NAP Contactmeeting November 20th 2025

Thema: Maatwerk afspraken, focussen op realisme en lange termijn.

Customized agreements are intended to make industry more sustainable and are currently receiving significant media attention. Can these agreements help to make industry more sustainable while simultaneously stimulating innovation and preventing companies from leaving the Netherlands? What do these agreements offer companies, the government, and other stakeholders? What steps must be taken to qualify?

These are specific, reciprocal agreements between the government and large industrial companies on how they will reduce their CO2 emissions, often faster than required by law. The primary aim is to work together to create the right conditions for the transition.

A great deal is already known, but at the same time there are still many questions about tailor-made agreements. Within the NAP, there are a number of companies that have gained experience with tailor-made agreements. Cosun, Deloitte, and Nobian are happy to share their experiences and expertise during the contact meeting on November 20 in Houten.

Cosun’s journey on Tailor-made Agreements (Maatwerkafspraken)
The first presentation is from Johan Dijkstra (Cosun). Cosun entered the Tailor-made Agreement project with the Government early 2024 and signed the Expressions of Principles (EoP) and Joint Letter of Intent (JLoI) agreements on CO2 reduction and Environment. We are now in the final stage working towards Binding Agreements for our 6 major ETS production locations in The Netherlands. In this presentation we take you on this intense journey, covering our sustainability strategy and goals, challenges and experiences sofar in establishing this Public-Private cooperation. 

Johan Dijkstra is working at Cosun since 1994 in various roles in sugar technology, operations, Cosun Innovation and currently Cosun Sustainability. Johan has a chemical engineering background. Initiated and developed Cosun’s global CO2 reduction program called SCO2RE. Since 2024 he is heading the Cosun Tailor-made Agreement team as fulltime project manager.

The second presentation is from Mark Platier. 
Since 2022, government and heavy industry have been working on an innovative collaboration to accelerate decarbonization investments through the tailored approach, the so called ‘Maatwerkafspraken’. Expectations were very high at the outset and high industry ambitions for further decarbonization followed quickly. The approach has yielded many lessons and insights, but the complexity of the projects, the policy frameworks and a rapidly changing world mean that results have fallen short of initial expectations.

Nevertheless, successes have been achieved, and the tailored approach has shown that collaboration between government and industry helps — and is even necessary — to tackle major challenges. Especially as the challenges facing industry in Europe grow, public‑private partnerships are essential to meet targets for CO2 reduction, environmental improvement and Europe’s resource autonomy.

On 20 November, Mark Platier will take us through the lessons learned from the tailored approach Decarbonization Heavy Industry (Maatwerkaanpak Verduurzaming Industrie).
Mark Platier, Director Deloitte Infrastructure & Capital Projects has together with his team been lead adviser to Nobian, the only participant in the tailored approach that reached a binding tailored agreement with the national government. He is also lead adviser to Cosun, the second participant to sign a Joint Letter of Intent with the national government, and to Alco Energy, one of the other four parties with whom the government expects to reach agreements under the current tailored approach.

Nobian (speaker to be announced soon) will share its experience as a leading company in the chemical industry focusing on sustainable production and innovative solutions. More information will follow shortly!
